23.1 There will be an appeals committee to hear appeals against the orders given by the authority under section 9 or 21. 23.2 The appeal committee will consist of the following members:- 23.2.1 Judge of the High Court - Chairman 23.2.2 Two persons appointed by the Government of Nepal - Member 23.3 The appeal committee will hear evidence, present witnesses, make statements and submit documents. The court will have the same rights as the case. 23.4 The Appeals Committee may adopt appropriate procedures while proceeding and disposing.
